What is the Virtual Library?
The WWW Virtual Library is the oldest catalog of the Web, started by Tim Berners-Lee, the creator of HTML and the world wide web itself. Run by a loose confederation of volunteers, who compile links for areas in which they are experts. The WWW Virtual Library is still rather small in comparison to Yahoo or the Open Directory Project, but it is viewed as a rather prestigious directory to be listed in (and has a ton of link popularity!).
This directory is not fully searchable and rather than offering any specific content it just offers groups of related relevant links in organized groups. I can tell you from my efforts in maintaining this site that it is no small task at hand to keep the Virtual Library up to date. Much of the Virtual Library is outdated, but there still are some well kept categories within it.
One of my friends maintains a rather large category within the Virtual Library and he has to work many many many free hours each week to keep his category up to date.
Most sites will not get accepted to most categories within the WWW Virtual Library. It does not hurt to look through to see if your site can be included though.
I also wrote a brief history of the internet (as best I know it).WWW-VL:
